subject of the correspondence of Chinese
coolies working in France.
Brigadier-General Cockerill begs to state that arrangements have been made by which the
correspondence in question both to and from China will normally be censored at the Chinese depot in France. Special mail bags will be
made up at Wei-hai-wei and in France for the conveyance of this correspondence to and from
China.
The British Recruiting Agent at Wei-hai-wei
will receive letters addressed to the coolies and
transmit them in the bag to France, and letters
